Shopify Pakistan Compliance Checklist for Growing Stores
Compliance becomes manageable when tax, catalogue, checkout, courier and invoice controls have named owners. Use this checklist as a discussion guide.
Entity and registrations
Confirm the selling legal entity, NTN, sales-tax status and any provincial registrations with a qualified adviser. Record the basis, effective dates and filing owners. Do not infer obligations from Shopify revenue alone.
Catalogue and pricing
Maintain approved HS codes, units, rates, sale types and SRO or schedule references where relevant. Confirm whether displayed prices include taxes and how discounts and shipping are treated.
Checkout and customer data
Publish clear contact, shipping, return and privacy information. Collect only needed buyer data, verify registered buyers through an approved process and restrict staff access to personal information.
FBR digital invoicing
Check current scope under S.R.O. 69(I)/2025 and rollout instruments such as S.R.O. 1852(I)/2025. Select the licensed-integrator route, whitelist IPs, pass sandbox scenarios and monitor production failures.
Payments, COD and records
Reconcile gateways and couriers by order, including fees, returns and withholding under current rules such as S.R.O. 1429(I)/2025. Retain invoices, responses, mappings and correction evidence for the legally required period.
Monthly review
Compare Shopify sales, valid FBR invoices, books, settlements and returns by count and value. Review new products, changed rates, access, failed submissions and legal updates with named owners.
People and access
Give staff the minimum Shopify, payment, courier, accounting and FBR access needed for their role. Use individual accounts and multi-factor authentication where available. Remove former staff promptly, review app permissions and avoid sharing IRIS or API credentials in chat.
Name an owner and backup for tax configuration, FBR failures, settlements, customer privacy requests and security incidents. A checklist without owners tends to become a document nobody opens after launch.
Returns, complaints and customer documents
Make return and refund terms easy to find and train support on the difference between a Shopify refund, payment refund, courier return and FBR adjustment. Preserve customer communication and approvals. Do not delete an accepted invoice to make the Shopify timeline look tidy.
Test invoice and credit-document templates on mobile, PDF and print. Keep seller and buyer details, line values, tax breakdown, FBR number and QR elements aligned with current requirements and adviser guidance.
Change control
Before launching a new product, payment method, courier, warehouse or selling entity, ask tax, accounts and technical owners what changes. Update mappings, sandbox regression cases, settlement reconciliation and customer wording before orders begin.
Track FBR SROs, Sales Tax General Orders and technical-document versions through an assigned owner. When sources conflict, record the official instrument and professional advice used rather than silently editing the checklist.
