Shopify Pakistan Sales Tax Registration: A Practical Guide

Sales tax registration is a business and tax question before it is a software question. Here is a practical way for Pakistani Shopify operators to prepare without guessing their legal position.

Start with your tax position, not the app

A Shopify admin can tell you what you sold, but it cannot decide whether your business must register for sales tax in Pakistan. Registration depends on the legal person making the supply, the goods or services supplied, the place and manner of supply, applicable thresholds or special regimes, and any provincial obligations. Two stores with similar revenue can therefore have different answers.

Treat registration as a short project with your accountant or tax adviser. Map the entity, products, sales channels, warehouses, payment methods and courier arrangements first. Then ask the adviser to document which federal or provincial law applies. This article is an operator’s checklist, not tax advice, and it should not be used as a substitute for a written view based on your facts.

Why digital invoicing changes the workflow

Once a person is registered and falls within the notified integration scope, invoicing is no longer only about producing a PDF for the customer. The sales data must also travel from the invoicing system to FBR’s computerized system in the required format. S.R.O. 69(I)/2025 replaced Chapter XIV of the Sales Tax Rules, 2006 with the licensing and electronic-invoicing framework. Later rollout notifications included S.R.O. 709(I)/2025, S.R.O. 1413(I)/2025 and S.R.O. 1852(I)/2025.

Those notifications have not all carried the same dates. In particular, S.R.O. 1852(I)/2025 superseded S.R.O. 1413(I)/2025 and set category-based dates for registration, testing and issuance. If an old blog or screenshot quotes a different deadline, do not assume either source is current. Check the latest notification on FBR’s website and confirm your category with your adviser.

Information to collect before registration

Prepare the entity’s NTN or registration number, legal name, business addresses, bank and contact details, ownership or authorization documents, and a clean product list. For each product, record the commercial description, unit of measure, HS code where relevant, normal selling price, tax treatment and the reason for any reduced, zero-rated or exempt treatment. “My accountant knows it” is not enough when the store must send consistent line-level data.

Also reconcile your Shopify settings. Check whether prices include tax, whether discounts are allocated across line items, how shipping is charged, how refunds are recorded and whether multiple locations fulfil orders. Export a representative month and compare Shopify gross sales, discounts, returns, shipping and collected tax to your books. Fixing this bridge before integration is much cheaper than investigating rejected or duplicated invoices later.

Registration and integration are separate steps

Being registered for sales tax does not by itself connect Shopify to FBR. The digital invoicing workflow separately asks for technical-contact and software details, an integration mode, a licensed integrator, IP information, sandbox testing and production credentials. FBR’s Digital Invoicing User Manual describes PRAL as an available licensed integrator and allows a taxpayer to select another FBR-licensed integrator.

Ask who will own every credential and approval. The merchant should retain control of IRIS access and know which integrator is selected. The software provider may map and transmit the order data, while the accountant approves tax treatments. Write down these roles. Shared passwords in a WhatsApp thread are not an integration plan and create avoidable security and handover problems.

What to decide for Shopify orders

Document when your business treats a taxable supply as occurring. FBR’s published FAQ describes the time of supply by reference to receipt of payment or delivery, whichever is earlier, under section 2(44) of the Sales Tax Act, 1990. That can be awkward for cash-on-delivery orders because an order may be created, packed, dispatched, refused or returned on different dates. Your adviser should approve the trigger used by operations.

Then decide how buyer identity, province, product classification, quantity, unit price, discount, sales value, tax rate, tax amount, further tax where applicable, shipping and references are sourced. Do not fill unknown fields with plausible values just to pass validation. A technically accepted invoice can still represent the wrong tax treatment.

Test before you rely on production

Use the assigned sandbox scenarios, not only one easy order. Include registered and unregistered buyers where relevant, discounts, shipping, COD, prepaid orders, refunds, zero-value promotions and the product tax treatments you genuinely sell. Confirm that successful responses return an FBR invoice number, and that a retry after a timeout does not create a duplicate.

Keep evidence of the test payload, response, Shopify order and rendered invoice. The goal is an audit trail that another operator can follow. Production readiness also needs monitoring: someone must see failed submissions, understand the literal FBR message, correct the underlying data and resubmit safely.

A sensible registration hand-off

Ask your adviser for a short signed or emailed matrix covering registration basis, effective date, product tax treatment, buyer rules, invoice timing, returns and credit or debit notes. Ask the technical team for a separate runbook covering credentials, IP whitelisting, sandbox evidence, failure handling and reconciliation. Together these documents turn a vague compliance concern into an operating process.
